Howmeh Rural District (Persian: دهستان حومه) is an administrative subdivision (dehestan) situated in the Central District of Bijar County, within Kurdistan Province, Iran. The rural district’s administrative centre is the village of Changiz Qaleh.

Geography
The district is located at coordinates 35°51′53″ N 47°31′12″ E. It observes Iran Standard Time (UTC+3:30).
Demographics
According to the national censuses:
- 2006: Population of 4,081 in 981 households.
- 2011: Population of 3,817 in 1,028 households.
- 2016: Population of 3,352 in 1,062 households.
The rural district comprises 46 villages. The most populous village is Khandan Qoli, which recorded 895 inhabitants in the 2016 census.
