Born Henry Arthur Riley in 1895 in Chelsea, London, he studied at Hammersmith School of Art, Bolt Court under Walter Bayes, and St. Martin's School of Art after serving in World War I. He established himself as a prolific commercial illustrator and figure artist during the interwar period.
Riley's work reached wide audiences through multiple channels. He created cheerful travel posters for British Railways promoting seaside holiday destinations such as Penzance, Newquay, Aberystwyth, and Weston-Super-Mare. His cartoon illustrations appeared regularly in British publications including Punch, the Daily Mail, Reynolds News, London Opinion, Blighty, Humorist, and the Sunday Chronicle. He also produced advertising artwork for prominent clients such as Selfridges and Fortnum & Mason.
During World War II, Riley created propaganda posters for the British home front. In the 1950s, he presented drawing segments on early British television and continued to exhibit paintings in oil and watercolour. He was elected a member of the Royal Institute of Painters in Water Colours (R.I.) in 1940 and exhibited at the Royal Academy, the Royal Society of British Artists, and the Royal Institute of Oil Painters. He was also a member of the Savage Club and the London Sketch Club, serving as president of the latter at one point, as well as the Wapping Group of artists. Riley died in 1966 in London.

A separate individual, Harry J. Riley is a stand-up comedian from South Carolina who began performing comedy during his final year in the U.S. Air Force. Based in Spokane, Washington, he has won the Spokane Valleyfest PG Comedy Competition multiple times and was a finalist in the Seattle International Comedy Competition. He has appeared in the film Falling Up and the television series Z-Nation on SYFY.
