Garry Conille

Garry Conille (born February 26, 1966) is a Haitian physician, politician, and international civil servant. He has served twice as the Prime Minister of Haiti, first from October 2011 to May 2012, and again since June 2024. Prior to his political appointments, Conille held various high-level positions within the United Nations system, including roles with the United Nations Development Programme (UNDP) and the United Nations Children's Fund (UNICEF).

Early Life and Education Garry Conille was born in Port-au-Prince, Haiti. He is the son of former Haitian Senator Serge Conille. He pursued his higher education in medicine, earning a medical degree from the State University of Haiti's Faculty of Medicine and Pharmacy. Conille furthered his studies abroad, obtaining a Master of Public Health from the University of North Carolina at Chapel Hill and a Master of Science in International Affairs from the School for Advanced International Studies (SAIS) at Johns Hopkins University.

Career

Early Career and United Nations Conille began his professional life as a physician in Haiti, working with grassroots organizations dedicated to public health. He joined the United Nations system in 1999, initially working with the United Nations Population Fund (UNFPA). His career with the UN included a series of significant roles:

  • Project Officer for UNFPA in Haiti.
  • Chief of the Technical Support Division in the UNFPA Africa Bureau.
  • Resident Coordinator for the United Nations Development Programme (UNDP) in Niger from 2007 to 2010.
  • Chief of Staff to the UN Special Envoy for Haiti, former U.S. President Bill Clinton, following the devastating 2010 Haiti earthquake, from 2010 to 2011.
  • Regional Director for UNICEF in Latin America and the Caribbean.
  • Regional Director for UNICEF in West and Central Africa, a position he held until his reappointment as Prime Minister in 2024.

First Term as Prime Minister of Haiti (2011-2012) In September 2011, Conille was nominated by President Michel Martelly to serve as Prime Minister of Haiti. After a complex parliamentary approval process, he was ratified by both chambers of parliament and officially sworn into office on October 16, 2011. His tenure as Prime Minister focused on the immense challenge of post-earthquake reconstruction, addressing pressing social issues, and striving to stabilize Haiti's fragile political environment. He resigned in May 2012, citing personal reasons and reported tensions within the executive branch.

Return to United Nations and Other Roles Following his first term as Prime Minister, Conille returned to his extensive career at the United Nations, taking on leadership roles within UNICEF. He continued to apply his expertise in public health, international development, and humanitarian work across various regions.

Second Term as Prime Minister of Haiti (2024-Present) In May 2024, amidst a severe and protracted political, security, and humanitarian crisis in Haiti, Conille was selected by the Transitional Presidential Council to serve as the interim Prime Minister. This appointment followed months of intense political instability and widespread gang violence that led to the resignation of the previous interim Prime Minister, Ariel Henry. Conille was formally sworn into office on June 3, 2024. His immediate mandate includes forming a new government, restoring security and public order, addressing the humanitarian crisis, and preparing the country for eventual democratic elections.
