Franck Leroy

Franck Leroy (born January 15, 1963) is a French politician. A member of Les Républicains (LR), he has held several significant local and national offices in France. He is notably known for his long tenure as the Mayor of Épernay and for his role as the president of the Agence nationale de la cohésion des territoires (ANCT).

Early Life and Education Franck Leroy was born in Épernay, France. He pursued higher education at Sciences Po Paris (Institut d'études politiques de Paris), a prestigious French grande école specializing in political science and public administration.

Political Career

Local and Regional Mandates Leroy's political career began at the local level in his hometown of Épernay, located in the Marne department.

  • Mayor of Épernay: He was first elected Mayor of Épernay in 2000, succeeding Bernard Stasi, and has been continuously re-elected to this position, holding it for over two decades.
  • President of Communauté d'agglomération Épernay, Coteaux et Plaine de Champagne: In addition to his mayoral duties, he serves as the president of the intercommunal agglomeration community that groups Épernay and surrounding municipalities, playing a key role in local development and public services.
  • Regional Councillor: Leroy has also been involved in regional politics, serving as a member of the Regional Council of Grand Est (formerly Champagne-Ardenne).

President of Agence nationale de la cohésion des territoires (ANCT) In March 2023, Franck Leroy was appointed by French President Emmanuel Macron to lead the Agence nationale de la cohésion des territoires (ANCT). The ANCT is a public agency created to help local authorities implement their projects and support the development of territories, particularly rural and vulnerable areas, by coordinating state actions and providing engineering support. Following this appointment, he resigned from his position as Senator due to the non-cumulation of mandates rule in France. He remains Mayor of Épernay.

Political Affiliation Franck Leroy is a long-standing member of the political right in France. He has been affiliated with the Rassemblement pour la République (RPR), the Union for a Popular Movement (UMP), and currently Les Républicains (LR), the successor parties of the French conservative and center-right movements.
