Francis "Kiko" Pangilinan (born October 21, 1963) is a Filipino lawyer and politician who has served as a member of the Senate of the Philippines since 2016. He is a senior member of the Liberal Party and has held various positions in both the public and private sectors.
Early life and education
Pangilinan was born in Manila, Philippines, to a family involved in business and public service. He completed his primary and secondary education at Ateneo de Manila University. He earned a Bachelor of Arts degree in political science from the same institution in 1985 and subsequently obtained a law degree (Juris Doctor) from the University of the Philippines College of Law in 1990. He passed the Philippine Bar Examination in 1991.
Legal and corporate career
Before entering elective politics, Pangilinan worked as a corporate lawyer and served as a legal counsel for several major Philippine companies. He held executive positions in the private sector, including senior roles at a telecommunications firm and a banking institution. He also served as a senior legal adviser to various government agencies.
Political career
House of Representatives (2001–2007)
Pangilinan was first elected to the House of Representatives in 2001 representing the district of Albay's 2nd congressional district. During his tenure, he served as chairman of the Committee on Rules and was a member of committees on agrarian reform, trade and industry, and justice. He was re-elected in 2004 and served until 2007.
Senate (2016–present)
In the 2016 national elections, Pangilinan won a seat in the Senate of the Philippines. He was re‑elected in 2022. His legislative portfolio has included sponsorship and co‑sponsorship of bills on electoral reform, environmental protection, education, and poverty alleviation. Notable legislative initiatives include the "Sangguniang Kabataan Reform Act" and the "Philippine Climate Resilience Act." He has also served as chairperson of the Senate Committee on Justice and Human Rights and as a member of committees on agriculture, environment, and public order.
Political positions
Pangilinan is identified with the Liberal Party’s centrist to center‑left platform. He advocates for good governance, transparency, and anti‑corruption measures. He has been a proponent of federalism as a means to decentralize political power, though his public statements have emphasized a gradual, consultative approach. He supports increased funding for public education, universal health care, and policies aimed at reducing income inequality.
Personal life
Francis Pangilinan is married to Ms. Liza Araneta, a former television newscaster. The couple has two children. He is known for his interest in environmental advocacy and frequently participates in community outreach programs focused on disaster risk reduction and sustainable development.
Recognition
Pangilinan has received several awards for public service, including the 2018 "Outstanding Public Servant" award from the Civic Leadership Council and the 2020 "Environmental Champion" award from the Philippine Climate Action Network.
