Elyas Omar (30 August 1944 – 19 April 2018) was a Malaysian civil servant and politician who served as the second Mayor (Datuk Bandar) of Kuala Lumpur from 1992 to 1995. His tenure was marked by initiatives in urban development and public service reforms during a period of rapid economic growth in Malaysia.
Early life and education
Elyas was born in Kuala Lumpur, then part of the British Malaya. He attended the Malay College Kuala Kangsar (MCKK), a premier secondary school, before pursuing higher education at the University of Malaya, where he obtained a Bachelor of Arts in Public Administration.

Civil service: Elyas entered the Malaysian Administrative Service in the late 1960s, holding various positions within the Ministry of Finance and the Ministry of Local Government. He progressed through the ranks, eventually becoming Deputy Secretary-General of the Ministry of Federal Territories.

Mayor of Kuala Lumpur (1992‑1995): Appointed by the Ministry of Federal Territories, Elyas oversaw a range of urban projects, including the expansion of Kuala Lumpur's road network, the introduction of computerized land and property registration systems, and enhancements to the city's waste management infrastructure. Under his leadership, Kuala Lumpur hosted several international conferences, elevating its profile as a regional hub.

Personal life and death
He was married and had three children. Elyas Omar died on 19 April 2018 in Kuala Lumpur after a brief illness. His funeral was attended by former colleagues, government officials, and community leaders, reflecting his contributions to the city’s development.
