Elmar Stegmann

Elmar Stegmann (born 4 October 1971 in Ulm, Germany) is a German politician affiliated with the Christian Social Union (CSU). Since 1 May 2008, he has served as the Landrat (district administrator) of the Landkreis Lindau (Bodensee) in Bavaria. Prior to this, he was the Oberbürgermeister (Lord Mayor) of the town of Leutkirch im Allgäu from 2002 until his appointment as Landrat in 2008.

Early life and education
Stegmann grew up in Vöhringen (Iller). After completing his secondary education at the Illertal‑Gymnasium Vöhringen, he studied administrative science (Verwaltungswissenschaften) at the University of Konstanz, graduating as a Diplom‑Verwaltungswissenschaftler.

Career in public administration
From 1997 to 2002, Stegmann headed the central department of the Landratsamt (district office) in Neu‑Ulm. In 2002 he entered municipal politics as Oberbürgermeister of Leutkirch im Allgäu, a position he held until his election as Landrat of Landkreis Lindau.

Landrat of Landkreis Lindau
Stegmann was first elected Landrat on 1 May 2008. He has been re‑elected in subsequent local elections:

  • 16 March 2014 – 94.1 % of the vote
  • 15 March 2020 – 92.5 % of the vote (against a single opponent)
  • 8 March 2026 – 54.1 % of the vote (against two opponents)

These results reflect his continued political support within the district.

Political affiliation
Stegmann is a member of the Christian Social Union (CSU), the Bavarian sister party of the Christian Democratic Union (CDU). His career has been centred on local and regional governance within Bavaria.
