Authority
Elachista skulei was formally described by the lepidopterist Lauri Kaila in 2003. The original description appears in a taxonomic revision of European Elachista species.

Distribution
The known range of E. skulei is confined to parts of northern and central Europe. Confirmed records include Sweden, Finland, and Norway. Distribution data are derived from national lepidopteran faunas and the Fauna Europaea database.

Habitat
Elachista species typically inhabit grassland and meadow ecosystems where host plants are abundant. While specific habitat preferences for E. skulei have not been extensively documented, it is presumed to occupy similar environments to congeners, favoring moist, herbaceous sites.
