Doudou Thiam (1920 – 30 May 1997) was a Senegalese lawyer, diplomat, and politician. He is most noted for his service as Senegal’s Minister of Foreign Affairs and as a long‑standing member of the United Nations International Law Commission (ILC).
Early life and education
Thiam was born in 1920 in Saint-Louis, French West Africa (now Senegal). He pursued legal studies in France, obtaining a law degree from the University of Paris. Upon returning to Senegal, he entered the colonial administration and later the diplomatic service of the newly independent Republic of Senegal.
Political and diplomatic career
- Minister of Foreign Affairs (1962–1968, 1970–1972): Thiam served two terms as Senegal’s foreign minister, overseeing the country’s foreign policy during the early years of independence and playing a role in the formation of the Organisation of African Unity.
- Permanent Representative to the United Nations (1968–1970): He represented Senegal at the UN, participating in debates on decolonization, development, and international security.
International Law Commission
In 1971, Thiam was elected to the United Nations International Law Commission, a body tasked with the progressive development and codification of international law. He served on the ILC for multiple successive terms until 1995, contributing to the drafting of several key instruments, most notably the United Nations Convention on the Law of the Sea (UNCLOS). His expertise in maritime law and diplomatic experience were instrumental in shaping the convention’s provisions.
Later life and legacy
After retiring from active diplomatic service, Thiam continued to engage in legal scholarship and advisory work on international law. He died on 30 May 1997 in Dakar, Senegal. Thiam is remembered for his contributions to Senegalese foreign policy and for his influential role in the development of modern international maritime law.
