Dmitry Budker was born on 7 April 1969 in Novosibirsk, Russian SFSR, USSR. He completed his undergraduate studies in physics at Novosibirsk State University, graduating in 1992. He earned his Ph.D. in physics from the Institute of Laser Physics, Siberian Branch of the Russian Academy of Sciences, in 1995, under the supervision of Vladimir A. Kocharovsky.
