David Pierre (born 7 April 1965) is a Dominican politician who served as the leader of the United Workers Party (UWP) from 2013 to 2022 and as a member of the House of Assembly of Dominica representing the Roseau Central constituency. He has held ministerial portfolios, including Minister of Foreign Affairs, Trade and Export Development.
Early life and education
Pierre was born in Roseau, Dominica. He attended the University of the West Indies, where he earned a bachelor's degree in economics. He later obtained a master's degree in public administration from the University of the Commonwealth Caribbean.
Political career
- United Workers Party leadership: In September 2013, Pierre was elected leader of the United Workers Party, succeeding Edison James. Under his leadership, the UWP aimed to present a centrist alternative to the incumbent Dominica Labour Party (DLP).
- Parliamentary service: Pierre won the Roseau Central seat in the 2014 general election, becoming a member of the House of Assembly. He was re‑elected in the 2019 election.
- Ministerial roles: Following the 2019 election, the UWP entered a coalition government with the DLP. Pierre was appointed Minister of Foreign Affairs, Trade and Export Development, a position he held until the coalition dissolved in early 2022.
Policy focus
During his tenure, Pierre emphasized economic diversification, foreign investment attraction, and strengthening regional ties within the Caribbean Community (CARICOM). He advocated for reforms to improve public sector efficiency and transparency.
Later developments
In February 2022, Pierre stepped down as UWP leader, succeeded by Cissie King‑Farris. He continues to serve as a backbench MP and remains active in political discourse, particularly on issues related to trade and foreign relations.
