Comuna 3 is an administrative subdivision (commune) of the Autonomous City of Buenos Aires, Argentina. The city is divided into fifteen comunas, each of which functions as a local governmental unit with its own elected council (Junta Comunal) responsible for certain municipal services, urban planning, and community development within its territory.
Geographical composition
Comuna 3 primarily comprises the neighborhoods (barrios) of Balvanera and San Cristóbal. In some official delineations a small portion of the adjacent Montserrat area is also included, but the core of the comuna is the contiguous urban area formed by Balvanera and San Cristóbal.
Area and population
- Total area: approximately 4.2 km² (1.6 sq mi).
- Population: According to the 2010 national census conducted by the Instituto Nacional de Estadística y Censos (INDEC), Comuna 3 had a resident population of 205,263 inhabitants. Updated estimates from the city’s statistical office indicate a modest increase in the subsequent decade, though precise figures vary by source.
Governance
Each comuna is administered by a Junta Comunal, a council elected every four years by the residents of the comuna. The council is composed of a president, a vice‑president, and several councilors who oversee local matters such as maintenance of public spaces, neighborhood lighting, waste collection, and coordination with the central city government on broader policy issues.
Functions and responsibilities
The scope of the Junta Comunal’s authority includes:
- Management of local public works and minor infrastructure projects.
- Promotion of community participation and cultural activities.
- Administration of neighborhood health and social assistance programs.
- Coordination of public safety initiatives in collaboration with the city’s police forces.
Historical context
The current division of Buenos Aires into fifteen comunas was formalized by the city’s 1996 organic law, which sought to decentralize municipal governance and enhance local participation. The numbering of the comunas follows a geographic sequence from the historic center outward; Comuna 3, located just west of the city’s central district, reflects this organizational scheme.
