Carlos Westendorp (born 16 November 1942) is a Spanish diplomat, jurist, and academic who has held several senior positions in both national and international institutions. He is noted for serving as the High Representative for Bosnia and Herzegovina from 1999 to 2002, overseeing the implementation of the civilian aspects of the Dayton Peace Agreement.
Early life and education
Westendorp was born in Barcelona, Spain. He earned a law degree from the University of Barcelona and later completed postgraduate studies in international law at the Graduate Institute of International and Development Studies in Geneva, Switzerland.
Diplomatic career
- Spanish Foreign Service: Westendorp entered the Spanish diplomatic corps in the late 1960s, serving in various capacities at Spanish missions abroad, including postings in Moscow, London, and New York.
- UN Representation: From 1993 to 1996, he held the position of Permanent Representative of Spain to the United Nations, where he participated in discussions on security, human rights, and development issues.
- European Union: Between 1996 and 1999, Westendorp served as the European Union’s Special Representative for the Western Balkans, focusing on the post‑Yugoslav transition.
- High Representative for Bosnia and Herzegovina: Appointed by the Peace Implementation Council, he acted as the chief civilian authority in Bosnia and Herzegovina from 1 August 1999 until 1 August 2002. In this role, he oversaw the enforcement of the Dayton Accords, facilitated constitutional reforms, and worked toward the stabilization of the country's political institutions.
- Later appointments: After his tenure in Bosnia and Herzegovina, Westendorp served as a member of the International Advisory Board of the European Institute of Peace and was appointed to various panels and commissions dealing with international conflict resolution and European integration.
Academic and literary contributions
Westendorp has lectured at several universities, including the Complutense University of Madrid and the European University Institute in Florence. He is the author of numerous articles and books on international law, diplomacy, and European affairs, such as “The European Union and the Western Balkans” (2005) and “From Conflict to Peace: The Role of International Intervention” (2010).

Throughout his career, Westendorp has received several decorations, including the Grand Cross of the Order of Isabella the Catholic (Spain) and the Order of Merit of the Federal Republic of Germany.
