Carlos Camacho

Carlos Sablan Camacho (born 16 April 1937) is a Northern Mariana Islands (CNMI) attorney and politician who served as the territory’s first elected governor from 1978 to 1982.

Early life and education
Camacho was born in Saipan, then part of the South Pacific Mandate administered by Japan. He pursued higher education in the United States, earning a Bachelor of Arts degree from the University of Hawaiʻi and a Juris Doctor from the University of Washington School of Law.

Legal and political career
After being admitted to the bar, Camondo practiced law in Saipan and held several public‑service positions, including Attorney General of the Trust Territory of the Pacific Islands. In the early 1970s he served as the CNMI’s Resident Representative, a role that advocated for the islands’ interests in Washington, D.C., and helped negotiate the Covenant to Establish a Commonwealth of the Northern Mariana Islands with the United States.

Governorship (1978‑1982)
Following the implementation of the Covenant, Camacho was elected the first governor of the Commonwealth of the Northern Mariana Islands in November 1977 and inaugurated on 9 January 1978. His administration focused on establishing the new government’s institutional framework, developing infrastructure, and promoting economic diversification, particularly in tourism and garment manufacturing. Camacho’s term concluded on 11 January 1982, after which he was succeeded by Pedro P. Tenorio.

Later activities
After leaving office, Camacho returned to private legal practice and remained active in public affairs. He has participated in various civic and advisory bodies on issues such as economic development, regional cooperation, and the political relationship between the CNMI and the United States.

Personal life
Camacho is married to Gloria Camacho and has children, including Carlos “Charlie” Camacho Jr., who has also been involved in CNMI politics.

Legacy
As the first elected governor of the Commonwealth, Camacho is recognized for guiding the nascent government through its formative years and for contributing to the political integration of the Northern Mariana Islands within the United States framework.
