Byron Christopher Davies (born 8 June 1969) is a British civil servant, political adviser, and Conservative life peer. He was created Baron Davies of Gower, of Gower in the County of Swansea, in the 2023 Special Honours.
Early life and education
Davies was born in Swansea, Wales. He attended the University of Oxford, where he earned a degree in Philosophy, Politics and Economics (PPE). He subsequently completed postgraduate studies at the University of Cambridge, obtaining a Master of Public Administration.
Civil service career
Davies entered the UK Civil Service in the early 1990s, serving in several departments, including the Treasury and the Foreign, Commonwealth & Development Office (FCDO). He held senior management positions, with responsibilities for policy development on international trade, security, and diplomatic affairs. He was appointed as a Deputy Director in the FCDO’s Europe Directorate, overseeing relations with the European Union.
Political advising
From 2015 to 2019, Davies served as a Special Adviser to the Secretary of State for Foreign Affairs. In this role, he contributed to the formulation of UK foreign policy during the Brexit negotiations and the subsequent transition period. He later advised the Prime Minister’s Office on trade and strategic partnerships.
Peerage and House of Lords
In May 2023, Davies was ennobled as a life peer, taking the title Baron Davies of Gower. He sits as a Conservative member of the House of Lords. In the Lords, he has participated in debates on foreign policy, defence, and trade, and serves on the Joint Committee on the National Security Strategy.
Personal life
Davies is married and has two children. He is a patron of several charitable organisations focused on education and youth development in Wales.
