Boris Vasilievich Fyodorov (1958 – 2008) was a Russian economist, public policy analyst, and politician who held senior positions in the Russian government, including Deputy Minister of Finance, and served as a member of the State Duma. He was noted for his work on tax reform and for co‑founding the Center for Strategic Research (CSR).
Overview
Born on 15 May 1958 in Moscow, Fyodorov graduated from the Moscow State University of Economics, Statistics and Informatics (now the Plekhanov Russian University of Economics) with a degree in economics. He began his career in the Ministry of Finance, rising to the rank of Deputy Minister of Finance (1994–1996), where he was a principal architect of Russia’s early post‑Soviet tax legislation, including the introduction of a value‑added tax (VAT) and reforms to corporate tax structures.
In 1997, Fyodorov co‑founded the Center for Strategic Research, a think‑tank focused on economic policy, and served as its director. He entered electoral politics in 1999, winning a seat in the State Duma representing the Yabloko party. During his tenure (1999–2003) he chaired the Committee on Economic Policy, Taxation and Customs, continuing to advocate for market‑oriented reforms and greater fiscal transparency.
After leaving the Duma, Fyodorov returned to the private sector, holding advisory and board positions in various Russian and international enterprises. He died in a traffic accident on 22 June 2008 near Moscow.
