Bolhrad Raion

Overview
Bolhrad Raion is an administrative district (raion) of Odesa Oblast in southwestern Ukraine. The raion’s administrative centre is the town of Bolhrad. It is part of the historical region of Bessarabia and has a mixed ethnic composition, notably a significant Bulgarian minority.

Geography

• Location: Southern part of Odesa Oblast, bordering the Black Sea coast to the south and the Moldova–Ukraine border to the southwest.
• Area: Approximately 2,700 km² (post‑2020 administrative reform).
• Terrain: Predominantly steppe with agricultural lands; the climate is continental‑moderate.

Population

Administrative Structure
Following the July 2020 administrative reform in Ukraine, the number of raions in Odesa Oblast was reduced from 26 to 7. Bolhrad Raion was retained, but its territory was expanded by incorporating the former Sarata Raion and parts of the abolished Artsyk and Kiliya Raions. The raion is now subdivided into several united territorial communities (hromadas), including:

1. Bolhrad urban hromada – centred on the town of Bolhrad.
2. Sarata settlement hromada – centred on the urban‑type settlement of Sarata.
3. Artsyk rural hromada – centred on the selo (village) of Artsyk.
4. Kiliya rural hromada – centred on the selo of Kiliya.
5. Additional rural hromadas (e.g., Pavlovka, Hlyboka) as established by local councils.

History

• Soviet period: The raion was originally formed in 1940 after the annexation of Bessarabia by the Soviet Union.
• World War II: Temporary occupation by Axis forces (1941–1944) disrupted local administration.
• Post‑war: Re‑established under the Ukrainian SSR, retaining its name and centre.
• Independence: Continued as a raion of independent Ukraine after 1991.
• 2020 reform: Boundaries were redrawn; the raion’s jurisdiction expanded, and its administrative responsibilities were adjusted in line with the new hromada system.

Economy
The economy is primarily agricultural, focusing on grain, sunflower, and vegetable cultivation. Livestock farming, particularly cattle and sheep, is also significant. Small‑scale food processing and light manufacturing operate in Bolhrad town. Cross‑border trade with neighboring Moldova contributes to the local economy.

Culture and Education
Bolhrad is known for the Bolhrad Gymnasium, founded in 1858, which historically served the Bulgarian diaspora and remains an important cultural institution. The raion hosts several cultural centers that preserve Bulgarian, Gagauz, and Moldovan heritage, including folk festivals and language schools.

Transportation

• Road network: Regional highways connect Bolhrad with Odesa, Izmail, and the Moldovan border crossing at Reni.
• Railway: A branch line links Bolhrad to the Odesa‑Bilhorod‑Dnistrovskyi rail corridor.
• Air access: The nearest international airport is Odesa International Airport, ≈ 120 km north.
