The Betterton Report on Public Assistance was a 1924 report examining the British system of public assistance. It recommended that advice centres be established to offer members of the public guidance in dealing with their problems. The report was one of the factors that led to the creation of the Citizens Advice organisation in the United Kingdom. During the 1930s, as preparations were made for the possibility of war, the National Council for Social Service (NCSS) built upon the report's recommendations, and the first 200 Citizens Advice Bureaux opened on 4 September 1939, shortly after the outbreak of World War II.
