Bård Øistensen (born 1951) is a Norwegian civil servant.
He holds a cand.sociol. degree from the University of Oslo. He worked in the housing etat of Oslo municipality and also as a researcher at Byggforsk (the Norwegian Building Research Institute) before being hired as director of Region East in the Norwegian State Housing Bank (Husbanken) in 2001. He later served as director of strategy and vice chief executive. In 2010, when chief executive Geir Barvik was appointed director of the Directorate of Integration and Diversity (IMDi), Øistensen served as acting chief executive. In December 2010, he was appointed chief executive of the Norwegian State Housing Bank on a permanent basis, a position he held for a six-year term.
As chief executive, Øistensen oversaw the bank's role in Norwegian housing policy, including the administration of loans and grants for housing construction, home improvement, and social housing measures. He was a prominent public speaker on topics such as housing for the elderly, universal design, energy efficiency in housing, and the Norwegian State Housing Bank's role in supplementing the private housing market for disadvantaged groups.
