Ayrat Minerasikhovich Gibatdinov (Russian: Айрат Минерасихович Гибатдинов; born 16 January 1986) is a Russian politician serving as a senator from Ulyanovsk Oblast in the Federation Council of the Federal Assembly of the Russian Federation since 5 October 2021. He is a member of the Communist Party of the Russian Federation (KPRF) and sits on the Federation Council Committee on Science, Education and Culture.
Early Life and Education
Gibatdinov was born on 16 January 1986 in Ulyanovsk, then part of the Russian Soviet Federative Socialist Republic, Soviet Union. In 2008, he graduated from the Ulyanovsk State Agricultural Academy with a degree in economics. In 2019, he completed a bachelor's degree in jurisprudence at Ulyanovsk State University.
Career
From 2009 to 2014, Gibatdinov served as the general director of the trading company "Master." In 2009, he became chairman of the Ulyanovsk regional public organization for social justice "Pobeda."
Regional Politics
In 2013, Gibatdinov was elected as a deputy of the Legislative Assembly of Ulyanovsk Oblast of the fifth convocation on the KPRF party list. He served on the committee for agricultural issues, food, rural development, natural resources, and environmental protection. In 2018, he was re-elected to the Legislative Assembly and appointed Deputy Chairman of the legislative body.
Federation Council
On 4 October 2021, by decree of the Governor of Ulyanovsk Oblast Alexei Russkikh, Gibatdinov was appointed as the representative of the executive authority of Ulyanovsk Oblast in the Federation Council. He assumed office on 5 October 2021, succeeding Vadim Kharlov. In the Federation Council, he serves as a member of the Committee on Science, Education and Culture.
Party Activity
Gibatdinov joined the KPRF in 2010. At the KPRF Congress in 2017, he was elected to the Central Control and Audit Commission. At the 2021 Congress, he was elected to the Central Committee of the KPRF.
Legislative Activity
Gibatdinov has introduced or co-authored numerous legislative initiatives, including bills related to:
- Prohibition of transferring certain categories of workers to another workplace without their consent (amendment to Article 72-1 of the Labour Code)
- Clarification of resident input requirements for reorganization or liquidation of municipal educational institutions
- Prohibition on airlines independently setting hand luggage weight and size limits
- Early military discharge for fathers of three or more children
- Establishment of minimum alimony amounts for minor children
- Increased compensation for delayed wage payments
- Regulation of safety standards for cultural and leisure activities, including quest rooms
International Sanctions
Since 2022, Gibatdinov has been subject to personal sanctions imposed by the European Union, the United Kingdom, the United States, Canada, Switzerland, Australia, New Zealand, and Ukraine. The sanctions relate to his role in ratifying the decisions of the "Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Donetsk People's Republic and between the Russian Federation and the Luhansk People's Republic," and for providing political and economic support for Russia's annexation of Ukrainian territories.
Personal Life
Gibatdinov is married and has a daughter and a son.

In 2025, he was awarded the Order "For Services to the Kherson Region," II degree.
