Arthur Joseph O'Neill (1917 – 2012) was an American prelate of the Roman Catholic Church who served as the bishop of the Diocese of Rockford in Illinois from 1970 until his retirement in 1994.
Early life and education
- Born in 1917 in Buffalo, New York, O'Neill was raised in a Catholic family.
