The 2015–16 Toto Cup Leumit was the 26th season of the secondary cup competition organized by the Israel Football Association for clubs competing in the Liga Leumit, the second tier of the Israeli football league system. The tournament is held annually and serves as a precursor and supplemental competition to the league season and the Israel State Cup.
Format
The competition featured the 16 clubs participating in the 2015–16 Liga Leumit. These teams were divided into four groups of four teams each. The group stage was conducted as a round-robin tournament, with the top team from each group qualifying for the knockout semi-finals. The winners of the semi-finals then advanced to a single-match final held at a neutral venue.
Group Stage
The group stage was organized geographically to minimize travel for the participating clubs.
- Group A: Included Hapoel Petah Tikva, Ironi Nesher, Maccabi Herzliya, and Hapoel Ramat HaSharon.
- Group B: Included F.C. Ashdod, Hapoel Ashkelon, Maccabi Kiryat Gat, and Hapoel Rishon LeZion.
- Group C: Included Hapoel Ramat Gan, Hapoel Bnei Lod, Beitar Tel Aviv Ramla, and Hapoel Jerusalem.
- Group D: Included Maccabi Ahi Nazareth, Hapoel Afula, Hapoel Nazareth Illit, and Ironi Tiberias.
Knockout Phase
The semi-finals took place in late 2015. Hapoel Ashkelon and F.C. Ashdod emerged as the finalists, ensuring an all-southern representation in the championship match.
Final
The final was held on December 15, 2015, at the Ness Ziona Stadium. Hapoel Ashkelon defeated F.C. Ashdod with a final score of 1–0. The decisive goal was scored by Idan Shriki in the 78th minute. This victory marked the second time Hapoel Ashkelon won the Toto Cup Leumit, having previously won the title in the 1984–85 season.
