2005 Luxembourg communal elections

The 2005 Luxembourg communal elections were held on 9 October 2005. All 102 municipalities (communes) of the Grand Duchy elected their communal councils, which are responsible for local administration, public services, and budgets.

Electoral system

  • Councillors are elected by universal suffrage using a proportional representation system with open lists.
  • The number of seats in each communal council varies according to the commune’s population, ranging from 9 seats in the smallest communes to 27 seats in Luxembourg City.

Main parties and results

  • The Christian Social People’s Party (CSV) remained the largest party nationwide, securing the highest total number of seats across the communes.
  • The Luxembourg Socialist Workers’ Party (LSAP) and the Democratic Party (DP) experienced modest declines in their overall seat counts compared with the previous communal elections in 1999.
  • The Greens (Déi Gréng) made modest gains, particularly in urban communes.
  • The Alternative Democratic Reform Party (ADR) retained a limited presence, holding seats primarily in rural areas.

Voter turnout
Official statistics reported a turnout of approximately 85 % of eligible voters, reflecting the historically high engagement of Luxembourg’s electorate in local elections.

Significance
The 2005 communal elections reinforced the CSV’s dominance in local governance while indicating a gradual shift of voter support toward environmental and progressive parties in larger municipalities. The results also set the stage for the subsequent national legislative elections held in 2009.
